The Global Objective of this call is to alleviate poverty of rural communities in Tanzania through the promotion of their role and involvement in the existing natural resources management legislation implementation and enforcement, and in line with the recently approved National Strategy for Growth and Reduction of Poverty (MKUKUTA II)

The specific objective of this Call for Proposals is to empower communities as owners (or co-owners)-managers of their natural resources (forest, fishery and wildlife) through sustainable land use planning and participatory/community-based natural resources management activities (Participatory Forest Management, Wildlife Management Areas and Beach Management Units/Collaborative Fisheries Management Areas), as such increasing their resilience to external changes (including to Climate Change)

Expected results for the targeted communities will be i. Participatory land Use Management Plans are developed and/or implemented at the village level, ii. Participatory Natural Resources Management Plans (Forest, Wildlife and Fisheries) are developed and/or implemented by the final beneficiaries iii. Livelihood options and environment-friendly Income Generating Activities are developed and implemented at the community level and iv. Local Authorities' capacities (Districts) are developed to better serve communities' interests

The main priority issue for this programme is to alleviate poverty through sustainable management of, and increased benefits from, Natural Resources (Forest, Fisheries and Wildlife) at the local level.

Activities

Lot 1- Forest: For the forest sector the main activities (indicated only and not exhaustive) will focus on : i) Empowerment of communities to capture forest benefits in their forest reserves including sustainable timber harvest through Community-Based Forest Management or Join Forest Management; ii)Building the capacity of community to claim their rights and reduce the level of corruption at the village level by building good governance and by creating incentives for district forest officials

Lot 2- Wildlife: For the wildlife sector the main activities (indicative only and not exhaustive) will focus on the consolidation of the institutional capacity of the existing WMAs and on the support toward the registration of un-gazetted or new WMAs in the country. A proactive dialogue could be facilitated to promote the further involvement of communities neighbouring existing WMAs (scaling up approach). In particular, any participatory planning will be accompanied by a joint agreement on the distribution of benefits generated from wildlife resources.

Lot 3- Fisheries: Specific activities for coastal and marine resources management will include (indicative only not exhaustive): establishment of new or support to existing BMUs across coastal areas and fresh water bodies, establishment of new or support to exiting CFMAs along the coastal line, improved management and protection of fish breeding sites (coral reefs, etc) through the control of illegal fishing techniques such as mosquito nets, dynamite and spear guns
