The Secretariat of the Tanzania Natural Resources Forum (TNRF) is pleased to announce the upcoming Annual General Meeting (AGM), scheduled for October 7, 2024. The meeting will take place both in-person at the TNRF's Communication Conference Hall (for Arusha based members) and online (for members based outside Arusha).

This year's AGM will serve as an essential platform to discuss key matters arising from previous meetings, along with our key achievements over the past years. We will provide feedback and updates on the forum's current status, engage members and partners in meaningful discussions that allow for the exchange of valuable information.

TNRF will spotlight inspiring case studies and experiences that illustrate how TNRF and its members have successfully influenced policy and practice within the natural resources sector. Additionally, we will delve into the ongoing integration of women and youth into natural resource governance, ensuring that no one is left behind and that all voices are represented in decision-making processes.

This meeting represents a comprehensive opportunity for full members and associate members to collaborate, align strategies, and promote the sustainable and equitable use of natural resources in Tanzania.

PURPOSE OF THE POSITION

To collaborate, coordinate, facilitate, and lead policy harmonization through strategic engagement with policy influence working groups, sector ministries, and Parliamentary committees in strengthening Tanzania’s policy, regulatory, and enabling environment for sustainable biodiversity conservation.

PROJECT OVERVIEW

TNRF has been identified as a recipient of the USAID Tuhifadhi Maliasili grant with a project to strengthen conservation policies and biodiversity conservation in Tanzania. Through the grant, TNRF will employ experiences, innovations, and proven best practices to inform and support Tanzanian policy and legal framework review while at the same time promoting community and stakeholders’ participation and initiatives in biodiversity conservation and livelihoods.TNRF in this project will support addressing conflicting policies and legal frameworks and supporting efforts towards improved biodiversity conservation through multiple approaches.

In view of this, TNRF seeks to recruit a project manager with a thorough understanding of policy issues in natural resources management including the wildlife sector and landscape connectivity in Tanzania to manage the implementation of the project. The successful candidate will be responsible for the management and coordination of all project activities.

TNRF PARTICIPATES IN THE YOUTH AND LAND REGIONAL EXCHANGE PROGRAM IN AFRICA.

The program was a regional event co-organized by the Youth Initiative for Land in Africa (YILAA) and the International Land Coalition (ILC) themed “Youth at the Centre of accountable and inclusive land governance”. The event was held in Benin and Togo from 6th to 10th March 2023. The objective was to bring ILC Africa young leaders to learn from others' experiences on youth actions in achieving land rights in Africa.

Develop and improve tools for more effective advocacy (including land mapping and data production/use) and strengthen collaboration ties to address the main challenges they face in accessing land and protecting their territories. Participants had the opportunity to;

a. Connect, strengthen the African youth network, and identify potential common actions.
b. Interact with ILC and YILAA national and regional partners (local communities, youth, international organizations, government, academia), and learn from their work and experience.
c. Harvest and share lessons of the ILC youth fellowship 2021-22, and familiarize with fellows innovative solutions to specific challenges in Africa (action plans).
d. Strengthen knowledge and strategies, acquire practical skills and tools, and produce bottom-up data such as participatory land mapping.
e. Learn about YILAA's experience formulating a regional youth network to promote young people's land rights and empowerment.
f. Document and disseminate experience from participants.

THE GOVERNMENT RECOGNIZES AND APPRECIATES THE VALUE OF INDIGENOUS KNOWLEDGE ON THE CONSERVATION AND SUSTAINABILITY OF NATURAL RESOURCES GOVERNANCE IN TANZANIA.

On 11th February 2023 at Lush Garden Arusha, Hon. Dr. Suleiman Jafo, the Minister of State, Office of the Vice President Union and Environment, launched a book on using indigenous knowledge in the conservation of the environment, water sources, and forests. The book was produced by one of the Tanzania Natural Resource Forum (TNRF) members, Media Aid for Indigenous and Pastoralists Community (MAIPAC), among the 13 partners with respective projects coordinated by the organization under Indigenous Community Conserved Areas Global Support Initiative (ICCAs –GSI).

The project is funded by the Global Environment Facility (GEF) under the United Nations Development (UNDP) and the German Federal Ministry for the environment, Nature Conservation, and Nuclear Safety.

TNRF is a national catalytic organization for indigenous Community partners and members who support the communities using indigenous knowledge in the conservation and sustainability of natural resources. Since 2007, TNRF has managed and supported over 36 ICCAs partners through UNDP ICCAS, strengthening the process to upscale and support communities who have invested their indigenous knowledge for decades in conservation and sustaining community-conserved areas and territory for life in Tanzania. Currently, the following projects that use indigenous knowledge are underway:

Environmental protection by using traditional knowledge –Media Aid for Indigenous and Pastoralists Community (MAIPAC).
Reforestation and conservation of Lendikinya forests to improve Environment, Ecosystem, and Community livelihood – Baraza la Wanawake wa Kifugaji Monduli (BAWAKIMO).
Enhancing land tenure security and grazing rights for sustainable pastoral livelihoods in Arumeru district- Women Development for Science and Technologies (WODSTA).
Construction of Charcoal dam at Nyantare village in Guta ward in Bunda district to supply water for livestock and drinking and domestic purposes – Mtendeni Environmental Strategy (MES).
Up calling Improved Pasture production in Monduli district- Community Research and Development Services (CORDS).
Kiteto Participatory Ecosystem Management – KINNAPA Development Programme (KINNAPA).
Secure tenure for Pastoral Communal Grazing Land and capacity building for land rights in Simanjiro district, Manyara -Pilot Light Development Organization (PILIDO).
Empowerment and Livelihood Promotion in Hadzabe Community- Afrinurture for Peoples Development (AFRIPEDO).
Securing Pastoralist Land through Certificates of Customary rights of occupancy in Longido district – Ujamaa Community Resources Team (UCRT).
Sustainable Forest Management to Secure Multiple Benefits in Essimingor and Selela Forest Conservation in Monduli – Maasai Pastoralists Development Organization (MPDO).
Developing a Sustainable Rangelands Management Plan and Establishing Pasture Farms for Enduimet Community Wildlife Management Area Society- Enduimet WMA.

Tanzania Natural Resource Forum (TNRF) in collaboration with World Wide Fund (WWF) convened a meeting that brought together members of the Tanzania Forest Working Group (TFWG) and other forest-related Civil Society Organizations (CSOs) from Tanzania Mainland and Zanzibar to dialogue on issues regarding key governance and management of forest resources. The meeting was held in Morogoro, from 21st - 23rd September 2022 and provided a platform for sharing knowledge and strengthening CSOs understanding of forest issues by building on previous discussions held by TFWG. It also served as an opportunity for non-TFWG members that attended the meeting to learn more about the network and sign up for the membership.

The meeting intended to collect views and analyze key forest governance issues in Tanzania that needs immediate attention by the government with the aim of facilitating CSOs engagement in policy dialogue regarding the management of forest resources in Tanzania. The meeting was attended by CSOS from Tanzania mainland and Zanzibar, including members of the Tanzania Forestry working Group and forestry actors from Zanzibar where they raised issues, and documented and presented to key sectorial Ministries of Government on the third day of the meeting. The Ministries that participated include the Ministry of Natural Resource and Tourism, the Ministry of Agriculture and Livestock, the Department of Forest (Zanzibar), the Vice President Office (VPO), and the President Office - Regional Administration and Local Government (PO-RALG).

In a participatory manner, participants shared experiences and identify key issues featured to affect forestry governance and forestry landscape restoration that need the Government’s attention to improve forest governance in Tanzania as highlighted below,

Review of government taxes, levies, and royalties associated with the business of forest products.
Strengthen/establish private sector engagement platforms for forest products.
Alignment of policies and regulations across sectoral ministries.
Promote effective joint Land Use Plans.
Increased involvement of Key Stakeholders in the development of rules and regulations. These include communities, CSOs, NGOs, and the private sector.
Establishment of innovative and sustainable alternative sources of income.
Establishment of multi-sectoral platforms for coordination.

COORDINATED INVASIVE PLANT MANAGEMENT TO PROTECT TANZANIAN BIODIVERSITY AND LIVELIHOODS.

Tanzania Natural Resources Forum (TNRF), Tanzania Forestry Research Institute (TAFORI), CABI, Tanzania Wildlife Authority (TAWA), and Community for Research and Development Services (CORDS) launched a new project on coordinated invasive plant management to protect Tanzanian biodiversity and livelihoods in Lake Natron.

The launching was done from 05^th - 09^th September 2022 followed by a series of events including a regional working group meeting that involved key consecration actors and ministries responsible and government agencies, a site visit to the similar areas that are most affected by Prosopis julifora, and meetings with local implementing group members from lake Natron and respective district authorities (Karatu, Monduli, Ngorongoro and Longido).

The project is funded by DARWIN Initiative jointly implemented by Tanzania Forestry Research Institute (TAFORI), Tanzania Natural Resources Forum (TNRF), Tanzania Wildlife Authority (TAWA), Community for Research and Development Services (CORDS), and CABI; The overall goal is to support efficient implementation of the National Invasive Species Strategy and Action Plan (NISSAP) through the learning of implementation in the Lake Natron Basin by equipping a group of stakeholders with the necessary awareness, knowledge, and tools to tackle Prosopis julifora. The project is seeking to:

To establish a platform for facilitating coordination and collaboration of national and subnational stakeholders involved in IS management, specifically across boundaries of protected areas
To raise awareness about invasive species and strengthen the capacity in managing Prosopis juliflora as an example
To raise awareness of the need to mainstream invasive species management plans and activities into land use planning processes that transcend the boundaries of protected areas
To showcase the development and planning of guidelines for an area to assign the most suitable management objectives to defined areas and describe the required actions to be implemented, including assigning strategies/aims and identification of practices to achieve those in a landscape. Showcasing examples of how Invasive Species (IS) management can be mainstreamed in local development plans

The regional working group and local implementing group members had an opportunity to field visits in Kahe - Moshi in the Kilimanjaro Region to understand the extent of the impacts of Prosopis julifora on biodiversity and livelihood. The learning in Kahe drew the foundation of the awareness of Prosopis julifora and the management plan and strategies to be carried out at Lake Natron to protect the spread of the species from neighboring areas including Lake Natron and the world heritage site. After site visits, participants noted key impacts on people and nature including the extent they dominate farming and grazing land, affects animal and human health, replacement of indigenous trees and pasture, and colonizing the area. Participants learned that in Kahe Moshi the species is very dangerous that can dominate an area within 6 months which will attract high costs ranging from 600,000-700,000 tzs to uproot them from one acre of farmland.

The project expects to further engage with potential members of the Regional Working Group (RWG) and Local Implementing Group (LIG), promoting communication and coordination, designing management maps, supporting village, district authorities, CBOs, NGOs, etc, in developing Prosopis julifora management plan and implement Prosopis management, awareness raising to manage the invasion and finally informing National Invasive Strategy and Action Plan (NISSAP) about the lessons learned.

Tanzania Natural Resource Forum (TNRF) is a member of the National Engagement Strategy (NES) and the NES Land Based Investment Working Group coordinator. TNRF has been monitoring land-based investments in different parts of Tanzania for almost five years (since 2016) with the facilitation of the Tanzania Land Alliance (TALA). This monitoring aimed at collecting evidence for the purpose of mobilizing, influencing, and organizing stakeholders to improve land-based investment practices in Tanzania.

In December 2021 and mid-February 2022 TNRF in collaboration with TALA and NES _ LBIWG members (MVIWATA – Mtandao waVikundi vyaWakulima Tanzania, HAKIARDHI, OXFAM, PAICODEO - Parakuyo Pastoralist Indigenous Community Development, ACTION AID, LEAT - Lawyer's Environmental Action Team, CARE INTERNATIONAL, LANDESA, ANSAF - Agricultural Non-State Actors Forum, UCRT - Ujamaa Community Resource Team, MMC – Mtandao wa Mazingira Chamwino, TAGRODE - Tanzania Grass Root Oriented Development, Tanzania Committee on Family Farming (TCFF), Morogoro Ardhi Institute, Morogoro Paralegal Center, National Land Use Planning Commission, Help Foundation and Legal and Human Rights Center) piloted the use of investment guides to Kilwa district officials, village councils and villagers through village assemblies at Migeregere, Liwiti, Nainokwe, and Mavuji villages. The investment guides involved “Socially Responsible Land Investment in Tanzania” prepared by Landesa and TNRF, and “Preparing in advance for potential investors” Swahili translated Guide 1 prepared by Namati and Columbia Center on Sustainable Investment (CCSI). The third guide was the “Voluntary guidelines on the responsible governance of tenure of land, fisheries and forestry on the context of National food security” by the United Nations Food and Agriculture Organization (FAO).

The focus was on the following themes;

Community preparation before investment.
Community engagement and assessment during investment negotiations.
Developing an equitable and inclusive contract.
Implementing and monitoring investments.

TFWG STAKEHOLDERS DIALOGUE

Tanzania Natural Resource Forum (TNRF) through financial support from its members Tanzania Forest Conservation Group (TFCG) and Mpingo Conservation Development Initiative (MCDI), hosted a Tanzania Forest Working Group (TFWG) meeting in Edema Hotel Morogoro from 15th-17th March 2022.

The objective of the meeting was to discuss issues related to Natural Resources management and propose to join actions for 2022, share experiences and lessons from TFWG members, and bring others members into national policy dialogues related to Community-based Natural Resources Management.

The meeting brought TFWG members TNRF, MCDI, WWF, MJUMITA, TFCG, FORVAC, IUCN, Policy Forum, LEAT, JET, DAR NATURE, TASONABI, FSZ, AFRICARE, and journalist networks, experts, and foresters. Members also discussed how they can engage effectively with government stakeholders on how CBFM fuels rural development in Tanzania based on the case studies".

Globally, International Women’s Day (IWD) is celebrated every 8th of March, where the contributions of women and girls around the world in social, economic, cultural, and political affairs are recognized and amplified.

In Tanzania, the IWD was nationally commemorated on Tuesday 8th March 2022, where every region had an opportunity to collaborate with Civil Society Organizations to celebrate this special day for women and girls, with the theme “Generation equality for sustainable development”.

In the Arusha region, the IWD celebration was held at Sheikh Amri Abeid Karume Stadium and attended by Hon. John Mongella, Arusha Regional Commissioner was the guest of honor, accompanied by the Deputy Minister of the constitution and legal affairs Hon. Geoffrey M. Pinda, and the Ambassador of Ireland in Tanzania. Other participants were representatives of women and girls from the national and international NGOs, CSOs and CBOs, Local communities, entrepreneurs, civil servants, and Media within the region.

Tanzania Natural resource Forum (TNRF) was among the CSOs that attended and collaborated with the regional government to make this event possible. One of the emphasis was on raising awareness to the rural women on securing land rights as a source of community development and improving educational facilities for girls.

When it comes to gender equality, women and girls have had a significant effect. It is now time to shift community attitudes regarding women and girls and provide them with equal chances in social, political, cultural, and economic concerns for a brighter tomorrow.

GOVERNMENT HIGH OFFICIALS LEARNING VISIT TO PROJECT SITES IN KITETO DISTRICT

After successful piloting of Participatory Rangeland Management (PRM) project in Kiteto District where four clusters are currently implementing the CRIF projects, further two projects are replicated at Lesingita village, Longido District, and Ruvuremit, Simanjoro district. The government officials from the Ministry of livestock and fisheries, Ministry of Natural Resource and Tourism, Vice President Office, Ministry of Land Housing Human Settlement and Development, Ministry of Agriculture, and Manyara, and Arusha Regional Secretariats traveled to Kiteto on a learning visit.

In addition, 19 members from Kiteto, Simanjiro, and Longido district councils. The officials had a brief presentation done by the Tanzania Natural Resource Forum (TNRF) on practices and the success of the pilot project. Some of them are; mounting of four rangeland managed clusters demarcated and legally identified, having a managing organ for each cluster, increased women's involvement in the governance of the clusters, the presence of demo plots for pasture, and OLENGAPA having a GN. A discussion emphasis was on the sustainability of the project and a way forward to have the project ongoing.

Similarly, the team visited the OLENGAPA cluster to see investments by PRM and met with the community for discussions. The Community declared that the project is essential for their livelihood, as it has decreased conflicts between farmers and pastoralists and enhanced permanent settlement among themselves. To its importance, the four clusters joined hands together and elected one leader of the four clusters. Ministry of livestock and fisheries and VPO representing other officials determined to extend the practices, lessons learned, and support the clusters towards well-developed rangelands for livelihood sustainability.

PRM is a European Union (EU) 4 year (2018-2021) funded project through the International Land Coalition (ILC) in six clusters of rangelands in Tanzania. TNRF is implementing the project in Tanzania while RECONCILE pilots it in Baringo County, Kenya. Both institutions are technically guided by International Livestock Research Institute Research (ILRI). The overall objective of the project is to improve the livelihood and nutrition status of pastoralist communities in East Africa by improving the management of rangelands for optimal utilization. Thus, the project work towards attaining security and better use of rangelands and expanding the role of women in selected pastoral communities in Kenya and Tanzania.
