Applications are invited from suitably qualified candidates for the position of Learning & Monitoring Coordinator at Tanzania Natural Resource Forum (TNRF).
 
OVERVIEW
 
Tanzania Natural Resources Forum, registered in 2006 as a non-government organization, is an advocacy and communication network made up of over 3,500 members. TNRF aims to promote the improvement of natural resource governance to achieve more sustainable rural livelihoods and better conservation outcomes by bridging the gap between:
•         People’s local natural resource management needs and practices, and
•         National natural resource management priorities, policies, laws and programs
 
ROLES AND RESPONSIBILITIES
The Learning & Monitoring Coordinator (LMC) will be responsible for developing, maintaining and implementing TNRF’s monitoring system.  This system will play an essential role at TNRF as it will serve as the tool to ensure accurate monitoring and analysis of all TNRF programs and projects, which will allow TNRF to continuously improve learning for advocacy work and improve TNRF services to members and partners.
The LMC should have a sound understanding of the natural resource sector in Tanzania, and have the skills to generate thematic syntheses of topical or controversial issues.  Additioanlly, the LMC must be able to identify lessons learned through a systematic monitoring system and coordinate the use of those lessons for future advocacy and field work.
Specifically, the LMC will be responsible for the following:
  1. To develop and coordinate the implementation of participatory learning, advocacy and monitoring approaches and processes, and institutionalizing and making strategic use of outcome monitoring as a methodology
  2. To establish a learning and advocacy framework for TNRF interaction with partners and members
  3. To develop and maintain outcome monitoring journals and an organizational monitoring database
  4. To oversee proper use of the outcome monitoring tools by field staff and other stakeholders
  5. To review existing monitoring management information systems of implementing partners and identify where support is needed
  6. To coordinate collection of data by partners and TNRF officers from the field
  7. To process and analyze the information and generate appropriate reports for management and other stakeholders
  8. To organize internal training workshops and other interactive sessions to build capacity in relation to the learning and advocacy framework
  9. To assess institutional performance in achieving strategic objectives in all program areas
  10. To analyse information and document lessons learned from the monitoring reports and suggest areas for improvement
 
QUALIFICATIONS AND EXPERIENCE
 
TNRF is looking for a hard working and dynamic team member who has proven leadership skills with demonstrated success in the natural resource sector.  Specifically, TNRF is looking for the following qualifications: 
  • First degree in relevant discipline (e.g. natural resource management, rights-based development/advocacy, community/rural Development)
  • Thorough knowledge of Logical Framework Analysis, and knowledge of Organizational development issues.  Knowledge of Outcome Monitoring required
  • At least two years of experience in: participatory assessment and monitoring, community training, data collections and monitoring design experience
  • Good contextual knowledge of local issues, community priorities and social and cultural constraints and realities
  • Knowledge of the latest developments in the M&E field
  • Proven experience with participatory methodologies (such as PLA) for gaining information
  • Computer literate in word processing, Excel, Power Point, Research packages and data processing or analysis
  • Fluent in English and Swahili
 
TERMS AND CONDITIONS OF SERVICE
  1. The renewable contract initially will be for two years with a three-month probationary period.
  2. Extension of the appointment is subject to the availability of funds and satisfactory performance in line with the TNRF Rules and Regulations.
  3. Generous employment package, including health and other benefits will be offered, reflecting the nature of the role, experience and qualifications required of this position. The LMC will be registered with the National Social Security Fund.
