Who are we?

Policy Forum is a dynamic and growing network of over 100 civil society organizations seeking to enhance and augment the voice of citizens in national policy processes. We strive to empower Tanzanian citizens to influence greater accountability in public decisions and in the use of public resources. The network is facilitated through a small secretariat office.  The secretariat currently seeks to recruit for the following position:

  Manager – Policy Analysis – Grade 2

Functions:

  1. Identifies issues that potentially have an effect on poverty reduction, equity and or democratisation. Highlights areas for concern and entry points for advocacy, and ensures that members are kept informed.
  2. Developan in-depth understanding of and expertise in systematic Social Accountability Monitoring.
  3. Analyses public policies, bills, legislation and resource allocation with a primary focus on empowering and enabling the socially and economically disadvantaged to influence resource allocations and service delivery. Conducts and presents this analysis with a view to promoting social accountability from a rights-based perspective by producing succinct and accessible policy briefs to be shared with members and partners.
  4. Convenes and facilitates the work of the Policy Forums Budget Working Group (BWG). Facilitates complementarity between the BWG and the Local Governance Working Group and cross learning.
  5. Works with other line managers in the development and production of tools and training materials and supports the Capacity Enhancement team in the training of members.
  6. Proactively identifies ways in which the Secretariat can improve its relevance by supporting the policy objectives of its members and works with the rest of the secretariat team to incorporate this into the work of the Secretariat.
  7. Promotes organisational learning by developing and maintaining a database of case studies that document lessons learnt from civil society engaging in policy and budget advocacy in Tanzania.
  8. Proactively networks with other development stakeholders in Tanzania, regionally and internationally to build constructive and productive relationships that further the objectives of the Policy Forum network and the policy priorities of its members.
  9. Line manages a Programme Officer by building an effective team through effective performance management, supportive supervision and output-based personal development.

Key competencies, qualifications and experience:

A relevant university degree, Masters Level preferred

Awareness of and sensitivity to critical issues in the Tanzanian policy environment at local and national level. A good background in policy issues and an interest in our areas of focus will be an added advantage. Knowledge in Social Accountability Monitoring will also be an added advantage.

- Excellent analytical skills and the ability translate policy concepts into real-world behaviours and vice versa in a variety of contexts.

- Awareness of both qualitative and quantitative methods for measuring impact. Knowledge in Outcome Mapping and/or Theory of Change approaches will be an added advantage.  

- Ability to work productively with a diverse group of people and manage and motivate a team.

- Excellent inter-personal, communications and facilitation skills. This includes the ability to communicate complex concepts clearly and concisely in simple accessible language.

Computer proficiency with a solid working knowledge of the Microsoft Office package including e-mail.

- Results-focused and value-driven.

- At least 3 years relevant experience that demonstrates, with concrete examples, the above competences.
