We are looking for Programme Officer who seeks to engage with active citizens who can
demand their rights and expect to have good services especially in areas of agricultural,
education and within pastoral society in Shinyanga region and Ngorongoro district.

The role
Reporting to Programme Coordinator - Governance, you will be responsible facilitate, elicit,
and encourage people to fully participate in local governance and decisions that affect their
lives in Shinyanga region and Ngorongoro district, work with NGO partners and others to
build active citizenship programmes, work in a mixture of capacity building and campaigning,
develop and implement grassroots actions and projects in accordance with Chukua Hatua
(AcT) project plans, engaging with civil society and coordinate with Government departments
and international agencies on programme issues within Shinyanga and Ngorongoro district,
communicating largely within internal and external contacts, targeting audiences to support
operational work, networking with peers to develop a shared analysis of local issues, contacts
and key players, establish links between village level campaigning and community
empowerment work and macro policies, negotiating with local authorities, managing
relationship with Oxfam programme partners through regular visits and undertake project
appraisal, monitoring, evaluation, including financial monitoring and ensure minimum
organisational programme management standards.

The Person
A candidate envisage for this role will hold advanced degree level in social science, proven
ability in project development, planning, monitoring and evaluation, a tracked record of
achieving results of programme and finance management, ability to facilitate interaction
between development practitioners at various levels, ability to provide capacity support to
partner organisations and manage grants, excellent communication and facilitation skills,
experience in maintaining relationships with NGO and CBOs, understanding of development
issues in Tanzania with special focus on livelihoods, governance, gender and education,
understanding of participatory democracy and create grassroots campaigning, understanding
of Pastoral Development issues and knowledge of Ngorongoro, ability to adherence to
Oxfam's Gender, Diversity and Equal Opportunities policies.

This position requires a person with ability to travel frequently to field offices.
