1. Overview
The Tanzania Natural Resource Forum (TNRF) is a network organization registered in 2006 as a Non-Governmental Organization. It aims to achieve improved natural resource governance for sustainable rural livelihoods and better conservation outcomes. TNRF bridges the gap between people’s local natural resource management needs and practices, and national natural resource management priorities, policies, laws and programs. As a network organization, it brings together members to change policy and practice in the natural resource sector for the better by:
- Building and sharing a knowledge base of practice; and
- Strengthening citizen voice and skills for improved natural resource governance.
TNRF supports its members by improving communication, sharing information, promoting collaboration and strengthening collective action. It remains flexible so it can effectively respond to emerging natural resource issues in Tanzania, while at the same time TNRF has identified key strategic areas of engagement where it seeks to bring about positive change. TNRF facilitates platforms to strengthen dialogue and information sharing and to enable advocacy and strengthen citizens’ voices. In facilitating platforms, TNRF focuses its attention on three key strategic areas: Community Based Natural Resource Management (CBNRM), Land Based Investment (LBI) and Communicating Climate Change (CCC).
TNRF seeks to recruit a Finance Officer with thorough understanding of financial management practices and financial policies in donor funded initiatives, particularly with USAID/European Union. The more detailed tasks for this position are highlighted in the key responsibilities below.
Key Responsibilities
- Maintain financial and accounting systems and procedures in accordance with donor regulations and requirements.
- Preparation of monthly financial reports and submission to Executive Management Team.
- Review invoices and advise the Finance& Admin Manager with regards to payment issues to clients, relevant suppliers, consultants and staff.
- Prepare timely and accurate quarterly, annual inventory and other financial reports as required by donors and other related parties.
- Take responsible for receiving, documenting and managing all assets of the Organization. (Asset Register Management)
- Prepare monthly Payroll (staff only) for payment.
- Maintain accurate and up-to-date financial records.
- Preparation of monthly bank reconciliation statements.
- Cash flow management; preparation of cash forecasts and advice the management
- Management, disbursement and reconciliation of the staff field imprest
- Review and prepare budgets for related project activities.
- Carry out banking duties as required
- Supervise the payment process for participants at workshops& meetings
- Support and/or delegate administrative activities to junior staff when needed
- Performing any other responsibilities as may be assigned by the line manager
Required Skills and other desirable attributes
- Microsoft office proficiency including the ability to operate computerized accounting packages (Quick Book preferred), spreadsheet and word-processing programs at a highly proficient level.
- Strong financial, analytical and/or evaluative skills.
- Problem-solving, decision-making and good judgment skills.
- Ability to take initiative and/or independently respond to situations.
- Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
- Strong written and oral communication skills.
- Ability to communicate effectively with managers, colleagues, and clients.
- Ability to respond and adapt quickly to changing requirements and competing demands.

Experience/Education
- Degree in Accountancy/Finance/Economic/Business Administration
- A minimum of 2 years’ experience in finance and managing donor funded project(NGO)
- Knowledge in Accounting & HR packages - Quick book preferred.
- Proven affinity with HRM and ambition to develop him/herself in this area.
- Statutory audit experience would be an added advantage.
Terms of Contract
This is a one-year project funded position with possibility of extending upon availability of funds from the donor.
