Terms of Reference for Consultancy to assess contributions to SDGs
Background
The SDG Hub is a global community of practice within WWF. The aim of the Hub is to facilitate the integrated and inclusive implementation of the SDGs by building WWF's effectiveness in influencing and implementing the agenda.
At present, the Hub facilitates knowledge exchange across 51 offices, funds innovation opportunities at the national and local levels and co-ordinates advocacy between global and national teams.
Scoping study
In 2019, a scoping study was conducted across the Network to map how different offices have measured their contributions to SDGs.
The study showed that:
● the WWF network needs a methodology which national and programme offices could use
to assess the relevance of their work to national SDG targets
● this methodology would ideally be aligned with the WWF Global Results Framework to
ensure coherence and minimise monitoring and reporting efforts.
Offices identified that measuring SDGs is valuable as it helps them to:
● communicate to external stakeholders their contributions to SDGs and facilitate
engagement
● inform their strategic planning by using SDGs to identify synergies and tensions between
objectives as well as direct and indirect contributions to different SDGs
Scope of work
Building on this work, WWF is looking to hire a consultant to:
i) Develop a planning process guidance for offices on how to assess the relevance of their work to national SDGs plans and use the findings to inform their strategic plan and identify opportunities to engage in national SDG implementation.
ii) Develop a practical Monitoring, Evaluation and Learning approach and methodology for WWF offices to assess and monitor their contributions to SDGs. This approach would include a rationale linking office-level assessment on SDGs with the Network's Strategic Results Framework. It is expected that the approach will consider the integrated nature of SDGs and how offices might incorporate that into assessment of their direct and indirect contributions to individual SDGs.
Outputs
The consultant will develop the following:
1. A planning process guidance for offices to identify the opportunities available to engage in SDG implementation.
2. A Monitoring, Evaluation and Learning approach and methodology for WWF offices to assess and monitor their contributions to SDGs.
3. A simple and practical suite of tools (for example templates, recorded webinar and a step by step guidance note) to support offices to carry out Output 1 and Output 2.
The consultant will work closely with the SDG Hub Lead and the Network Planning and Integrated Performance Lead, who will provide feedback throughout the consultancy and facilitate consultations with a pilot number of offices.
Consultant activities and deliverables
The consultant shall deliver the following deliverables in accordance with the suggested timelines set forth in the table below.
Payments shall be made following certification by SDG Hub Lead that the services related to each deliverable, as described below, have been satisfactorily performed by or before the due dates specified below.

Qualifications and experience required
● Very good knowledge of SDGs agenda
● Experience developing strategies and tools for an organisation to measure direct and
indirect contributions to SDGs
● In-depth knowledge and experience of developing and using Monitoring, Evaluation and
Learning frameworks
● Understanding of strategic planning within a network NGO
● Experience and understanding of working within a global context and varying cultural,
geographical and social sensitivities.
