1.   Organization background:

Community Support Initiatives – Tanzania (COSITA) is a local non – profit organization located

in Babati Township. The organization was registered under NGO Act, 2002 in December 2010, the main objective being to improve the livelihood of poor, marginalized and vulnerable communities in Tanzania Mainland.

 

2.   Position Summary:

Monitoring & evaluation learning (M&EL) Officer for COSITA will work in collaboration with the Projects’ team. Under the guidance and supervision of the COSITA Executive Director, s/he identifies, plans, guides, coordinates, supervises and reports upon all areas that mark the achievement of organization objectives.

COSITA is looking for an enthusiastic, energetic and motivated  woman  / man to fill the vacant position, who will work with the head office in Babati with frequent travel to project areas.

 

3.   Purpose of the position:

Provide technical guidance and support to programs to comply with COSITA M&E Data Management guidelines, standards and donor requirements.

 

4.   Duration:

Two (2) years contract

 

5.   Essential tasks and duties:

1.   Develops  and  updates  monitoring  tools  as  per  programs/projects  M&E  plan  and  ensure  use  of appropriate tools in collection, compilation, analysis and utilization within the program/organization.

2.   Developing and carrying out small studies in collaboration with program staff, developing quantitative and qualitative research instruments and carry out action-oriented research, assist in the preparation of Terms of References for external and internal projects consultants for projects evaluations and during formative and operations research/baseline surveys.

3.   Data Analysis and Strategic Information by managing the program database, compiling and analyzing project implementation reports and evaluating them against work plans, project objectives, indicators and the budget for strategic planning, disseminating information about standards of performance in the

 

project,  developing  project  M&E  plans  and  lead  staff  in  developing  monitoring  tools  including questionnaires, lead the implementation of M&E plans and ensure M&E systems are well maintained.

 

4.   Facilitates projects’ Baseline Surveys, Assessment, evaluation and (re) design functions.

5.   Using  ICT  devices  Ensures  COSITA  projects’  key  documents  and  significant  achievements  are uploaded and regularly updated and retrieve information for sharing and feedbacks

6.  Facilitate operational review within the projects and establish status of implementation and also recommendations for management action.

7.   Facilitates programs reflection/learning, documentation of best practices and most significant success stories are included in the reports and shared with stakeholders.

8.   Assist staff in understanding M&E guidelines and procedures and develop initiatives for staff capacity building and coordinate guidelines on M&E standards and criteria;

9.   In liaison with the Executive Director will be organizing and conducting periodic meetings, trainings, seminars and workshops on M&E processes with staff, local collaborating agencies, partners and stakeholders to discuss program/projects achievements, challenges, lessons learnt and ways forwards/plans of action.

10. Supports and advises the Executive Director in providing leadership and management of COSITA

programs

·    At least a Bachelor Degree

·    Knowledge of the development & policy environment in Tanzania.

·    Participatory planning, monitoring &

evaluation skills

·    Communication (both verbal & written)

skills

·    Proposal & report writing.

·    The minimum of 3 years’ experience in Monitoring and Evaluation (M&E) activities

·    Ability to work in teams

·    Skills in Research methodology

·    Analytical skills

·    Previous NGO work experience in rural development and particularly in monitoring and documentation of best

practices.

·    Knowledge & practical experience of working with community groups.

·    Skills in Programming, Computer skills (Ms-excel, Ms- word, Ms-access, internet PowerPoint presentations) and

use of statistical packages

·    Ability of training in M&E development and implementation and/or facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders, demonstrated data analysis and report writing skills,

·    Ability to communicate fluently in both English and Kiswahili languages and able to work both individually and in a team with minimal supervision
