Abstract:

The 'Community Forums' is a joint initiative between Tanzania Natural Resources Forum (TNRF) and Ujamaa Community Resource Trust (UCRT). TNRF, a collective civil society-based initiative to improve natural resource management in Tanzania by addressing fundamental issues of natural resource governance, was founded in 2004 with the aim of improving natural resources management in Tanzania by addressing fundamental issues of natural resource governance. The Community Forums have been developed in northern Tanzania to enable better information exchange among rural communities and bridge the gap between their local experiences in natural resource management and the development of appropriate national policy and law.

In order to achieve better and devolved natural resource governance and management, TNRF works with its partner organisation UCRT and Ilaiguenak – a customary institution of the Maasai – to implement the Community Forums that form the basic platform to address land and natural resource management issues. TNRF started implementing its Community Forums project in May 2007. In the first year of the project, Community Forums have been launched in Simanjiro, Loliondo, Longido and Hanang Districts in northern Tanzania. The stage of development of these Community Forums varies from district to district – depending on the status and strength of the local customary institutions. The past 10 months have been a pilot phase in the implementation of Community Forums, during which period a number of success have been realised and lessons learnt.

Community Forums have proved cost-effective because of their ability to mobilise local resources from the community and carry on with their mandate with limited external support. Mobilisation of local resources evidences the sustainability of the forums. Further, conflict resolution by the forums has proved to be quick saving on both time and resources.

Overall, Community Forums have made it easy for many organisations, both NGOs and CBOs that have been involved in natural resource management and land issues in the two districts sampled in this evaluation. These organisations are now supportive of the forums. Community members and most civil society organisations view the Community Forums as a sure step to achieve genuine alternatives for the community. Politicians in local authorities and village governments appreciate the activities so far carried out by the forums.

Among the key achievements of the Community Forums since inception are:
• Resolving of longstanding conflicts in community
• Forums are operate with a heavy reliance on local community resources demonstrating impressive sustainability in the long term
• The forums’ members are highly motivated
• There is better exchange of information among forum members within and between districts
• Members now know each other
• Formation of a regional forum bringing together the district Community Forums

There have been, however, challenges faced by the forums. These include:
• Lack of representative participation
• Limited capacity of forum members
• Negative effects of drought on forums’ meetings

PRESS RELEASE Government of Finland supports Forest Governance Campaign – Mama Misitu Dar es Salaam, Tanzania (July 15th, 2008) The Government of Finland today signed an agreement worth Four Hundred Forty Thousand, Five Hundred Seventy Six Euros (€ 440,576) to support the pilot implementation phase of the ‘Mama Misitu’ campaign, an initiative that aims to improve forest governance in Tanzania. The Mama Misitu Campaign is a powerful alliance of seventeen leading civil society organisations working in Tanzania that have agreed to tackle corruption and mismanagement in Tanzania’s forestry sector. The strength of this partnership reflects the importance with which this issue is perceived by many people in the country. The campaign will focus on areas where illegal logging has been most destructive including Coast, Morogoro, Lindi, Tanga, Ruvuma and Mtwara Regions. The campaign will be working with people at all levels of society to ensure that forests are managed sustainably for the benefit of the present and future generations. “As far as I know, the need is there, and once the people know that there is need, they will demand good governance in their forests, we can now hopefully change the attitude of our people in Tanzania,’ said His Excellency, Ambassador Juhani Toivonen, during the signing ceremony at the Finnish Embassy in Dar es Salaam. The signing ceremony involved Dr. Andrew Williams, TNRF Coordinator, on behalf of the Tanzania Forest Working Group and was witnessed by Dr. George Jambiya a member of the TNRF Steering Committee, the Finnish Embassy and the Mama Misitu staff. The Mama Misitu Campaign shall begin with a one year pilot phase that aims to provide communities, government officers and the private sector with information about how forests are supposed to be managed according to Tanzanian and international policy. The campaign will focus on issues relating to timber harvest and village involvement in forest management. During the signing ceremony, Mr. Gabriel Batulaine, Natural Resources Specialist from the Embassy of Finland observed that “This pilot phase is very important because it will pave the way for tackling governance issues in the country.” The 17 founding partners in ‘Mama Misitu’ are Africare, CARE-Tanzania, Farm Africa, Femina HIP, Journalists Environmental Association of Tanzania, the World Conservation Union (IUCN), Lawyer’s Environmental Action Team , Mpingo Conservation Project, Policy Forum, Tanzania Association of Foresters, Tanzania Forest Conservation Group, Tanzania Natural Resources Forum, TRAFFIC, Wildlife Conservation Society, Wildlife Conservation Society of Tanzania, World Agroforestry Centre (ICRAF) and the WWF Tanzania Programme Office. Status Report for Independent Forest Monitoring in Tanzania

Please be aware that HTSPE Tanzania Ltd, in consultation with Dr. George Jambiya and REM (UK), has to date: 1. A revised work plan and budget has been drafted in consultation with REM. It will be formalized into a contract this week and the Work Plan shared with IFM stakeholders including Dr. Jambiya, TNRF and FBD. 1st field trip with REM visiting TZ is confirmed for 1st two weeks in March 2009. FBD is now aware of this. 2. Met with the Director of Forestry and some of his staff, including the Utilization Unit and specifically the Surveillance Staff of this Unit. They are now fully on board for this assignment and are even offering advice on how to undertake it. 3. HTSPE (T) Ltd. has been assigned to the Assistant Director for Forestry Development, Dr. Aloyce Tango, on this assignment. Our focal point is Mr. Joseph Kigula, who is the PFM Coordinator. We are allowed to contact any of the directors as we wish. The Utilization Unit is also fully accessible to HTSPE (T) Ltd. 4. 3 persons are travelling to the field this weekend. One will travel south of Dar es Salaam to Kilwa and the other 2 will travel to Tabora and points west and northwest from there. Information from these reconnaissance missions will be gathered over the next 3 weeks. Discussions are ongoing for informants in Rufiji and Tanga. 5. Documents and literature continue to be collected and reviewed. This activity will be continuous. Many documents from FBD are only in hardcopy. 6. Several meetings and much charcoal information has been gathered from WWF, particularly Peter Sumbi. 7. Meeting with Jonas Olsen of MJUMITA had to be postponed but should be able to take place this week. 8. Meeting planned next week with Local Government ministry’s forestry advisor. 9. Debriefings to FWG, FBD and DPG on or around 14 March, after field mission, will propose an IFM design that will be discussed with stakeholders and field tested from 16 March – mid- June 2009. Final design and ToR by end June 2009.
