Abstract:

Vision

Our vision for improved governance and sustainable renewable natural resource management consists of five straightforward points:

• Governance – accountable, effective and transparent governance institutions;
• Policy and law - a responsive and well functioning policy and legal environment that enables sound natural resource management which is environmentally and socially just;
• Communities and rural livelihoods - people who are empowered, skilled and accountable resource users and managers;
• Formal enterprise - profitably operating through fair partnerships with rural people for better rural livelihoods and sustained local and national development;
• Landscapes - that are well managed ecosystems which generate sustainable services and values needed by a diverse range of people and interests.

Mission

TNRF will work for improved governance and renewable natural resource management by being a demand-driven network of members and partners that helps people to bridge the gap between:

1. People’s local natural resource management needs and practices, and
2. National natural resource management priorities, policies, laws and programmes.

Objectives

TNRF will act as a catalyst for change and improvement in natural resource management by working with communities, civil-society organisations, and the private sector to:

1. Increase the availability of information:  Increasing the quality and quantity of information available to people on their rights and obligations as natural resource users and managers for achieving sustainable and equitable economic growth through improved environmental stewardship.
2. Advocate for better governance and environmental stewardship through collective action: Supporting partners and members to learn and exercise their rights to pro-actively demand improved governance and better natural resource management for local and wider livelihood and environmental stewardship needs.
3. Innovate and adapt for enhanced economic and environmental outcomes: Supporting partners and members to develop innovative ideas, smart approaches and best practices in natural resource management for improving people’s livelihoods, sustaining economic development and enhancing environmental outcomes.

Activities

The TNRF Secretariat will widen and improve the participation of its members and partners in advocacy, awareness-raising and adaptive learning through:

1. Communications - developing an effective and demand-driven and issue-based communications programme that will include;

1. Holding regular general meetings open to everyone acting in a civil society capacity at which topical issues will be presented and discussed, and information exchanged by members and the TNRF secretariat;
2. Providing timely, relevant and targeted information on local, national and regional developments in the natural resource sector useful for members and partners;
3. Strategically engaging in reactive advocacy at the request of its members and partners;
4. Collaboratively developing targeted training and informational materials and programmes on natural resource management and governance, particularly for rural communities;
5. Developing appropriate working relations and links with central government and Parliament in order to provide members and partners with more and better channels of engagement and communication;

2. Working groups - supporting the development of member- and partner-driven working groups and their programmes of developing coordinated proactive and targeted advocacy in relation to appropriate policies and best practices in natural resource management, conservation and related business enterprise.

3. Promoting Benefit Sharing and Payments for Ecosystem services – through:

1. Advocating for effective, efficient and equitable cost-benefit sharing mechanisms in natural resource management – particularly in the context of community-based natural resource management;
2. Supporting partners and members to develop innovative ideas, smart approaches and best practices for improved ecosystem service valuation, delivery and benefits.

Abstract:

We have only one planet.

Its capacity to support a thriving diversity of species, humans included, is large but fundamentally limited. When human demand on this capacity exceeds what is available – when we surpass ecological limits – we erode the health of the Earth’s living systems. Ultimately, this loss threatens human well-being. This report uses complementary measures to explore the changing state of global biodiversity and of human consumption. The Living Planet Index reflects the state of the planet’s ecosystems while the Ecological Footprint shows the extent and type of human demand being placed on these systems.

The Living Planet Index of global biodiversity, as measured by populations of 1,686 vertebrate species across all regions of the world, has declined by nearly 30 per cent over just the past 35 years. For the first time in this report, the volume of data in the Living Planet Index has allowed species population trends to be analysed by biogeographic realm and taxonomic group as well as by biome. While biodiversity loss has levelled off in some temperate areas, the overall Living Planet Index continues to show a decline. It appears increasingly unlikely that even the modest goal of the Convention on Biological Diversity, to reduce by 2010 the rate at which global biodiversity is being lost, will be met.

Humanity’s demand on the planet’s living resources, its Ecological Footprint, now exceeds the planet’s regenerative capacity by about 30 per cent. This global overshoot is growing and, as a consequence, ecosystems are being run down and waste is accumulating in the air, land and water. The resulting deforestation, water shortages, declining biodiversity and climate change are putting the well-being and development of all nations at increasing risk. Water shortages are of growing concern in many countries and regions. Therefore, this report includes a third measure, the water footprint, which captures the demand placed on national, regional or global water resources as a result of consumption of goods and services. Although water is not considered a scarce resource globally, its distribution and availability are very uneven, both geographically and through time. Around 50 countries are currently facing moderate or severe water stress and the number of people suffering from year-round or seasonal water shortages is expected to increase as a result of climate change. This has profound implications for ecosystem health, food production and human well-being.

Humanity’s demand on the planet has more than doubled over the past 45 years as a result of population growth and increasing individual consumption. In 1961, almost all countries in the world had more than enough capacity to meet their own demand; by 2005, the situation had changed radically, with many countries able to meet their needs only by importing resources from other nationsand by using the global atmosphere as a dumping ground for carbon dioxide and other greenhouse gases (Figure 3). In an overexploited world, ecological debtor nations are particularly at risk from local and global overshoot, and from the associated decline in ecosystem services, the life support system on which humanity depends. If we continue with business as usual, by the early 2030s we will need two planets to keep up with humanity’s demand for goods and services. But there are many effective ways to change course. While technological developments will continue to play an important role in addressing the sustainability challenge, much of what needs to be done is already known, and solutions are available today. As an example, this report uses a “wedge” approach to illustrate how moving to clean energy generation and efficiency based on current technologies could allow us to meet the projected 2050 demand for energy services with major reductions in associated carbon emissions. Technology transfer and support for local innovation can help emerging economies maximize their well-being while leapfrogging resource-intensive phases of industrialization. Cities, which now house more than half the human population, can be designed to support desirable lifestyles while simultaneously minimizing demand on both local and global ecosystems. Empowerment of women, education and access to voluntary family planning can slow or even reverse population growth.

The Ecological Footprint – representing human demand on nature – and the Living Planet Index – measuring nature’s overall health – serve as clear and robust guideposts to what needs to be done. If humanity has the will, it has the way to live within the means of the planet, while securing human well-being and the ecosystems on which this depends.

In much of Africa, public policies and government actions do not always, and in some cases rarely, refl ect the high priority concerns of rural people, who comprise about 65 percent of the continent’s population. The common positions of the poor, rural majority and the specifi c needs of marginalized minorities are not systematically recognized or structurally incorporated into government decisions and public policy. Government policies and practices often favor the interests of small, powerful groups of political and economic elite.

This disconnect between national policies and majority interests highlights the need for government decisionmaking processes that are responsive and accountable to citizen views, and that make participation, representation, and other forms of inclusion common practice and effective. In much of Africa, communication and other links between the state and society are weak. Citizen and non-governmental organization (NGO) participation often has limited effect on public policies, and elected government offi cials frequently under- or mis-represent local needs. Despite sweeping political reforms in many African nations over the last two decades, meaningful authority over issues that matter most to poor, rural populations still lies with national governments, especially the president and cabinet. Across Africa, reforms to separate and decentralize powers have been weak and largely ineffective. As a result, the quality of representation at the national level bears directly on the social and economic wellbeing of rural constituents.

The legislature, as “the people’s house,” is the branch of government in which citizens’ interests are, in principle, brought into national decision-making processes and transformed into law. It is the point at which ordinary citizens most closely engage their national leaders. In well-structured and functioning democratic systems, legislators are among the most important channels for bringing citizen concerns into national decision making. In this regard, the legislature is arguably the most promising of central government branches to advance the goal of effective representation and to ensure government is responsive to its citizenry.

Under new or reformed constitutions, many countries in Africa now have popularly elected national legislators who sit in newly empowered legislatures—national supreme lawmaking bodies. Constitutional arrangements and political circumstances vary widely across the continent, but representation is arguably the most basic function of legislators. Through its lawmaking and oversight authorities, the legislature is the central government’s main venue for articulating popular will in national decisions, and a principal bridge between citizens and national government. While a few African countries have a presidential political system, most have a parliamentary political system, but with a strong president and a weak or absent prime minister. In most nations the legislature is a single chamber—a parliament that consists of a National Assembly made up of elected representatives. Moreover, most countries are unitarian states; only a few nations are federal states with legislatures at the national and state level.

Four critical aspects of representation are discussed in detail: accountability of legislators to their constituents, autonomy from political bosses and politics, authority and capacity to perform representation roles, and personal attributes of legislators. Legislative representation is examined from an environmental perspective. In WRI: ON WHOSE BEHALF? 2 rural Africa, the environment—land, natural resources, ecosystem services—is an important source of household livelihoods and a vital constituent interest. As such, the environment provides a useful optic for observation and understanding governance, and a potentially powerful lever for engaging citizens in government matters, promoting systemic governance reforms, and strengthening democracy.
