Programme Officer - Gender and Civil Society
Norway is a dedicated development partner of Tanzania with special focus on Energy; Environment/ Climate Change; Maternal and Child Health; and General Budget Support (GBS). From April 2010, the Norwegian Embassy will act as Lead Partner for the group of 14 development partners providing GBS. Our new Programme Officer will have the main responsibility for issues related to Gender, Women and Civil Society during our GBS leadership and beyond. In addition, the Programme Officer will track and keep the Embassy up to date on emerging humanitarian issues and developments related to human rights in Tanzania.
The Royal Norwegian Embassy in Dar es Salaam invites applications from suitably qualified Tanzanians to fill a one year vacancy as Programme Officer. The job holder will report to the Minister Counsellor.
Duties and responsibilities:
* Liaise with relevant departments within the government of Tanzania to support a more consistent focus and integration of gender within the policies and programmes supported through General Budget Support and within the MKUKUTA/MKUSA reviews and other relevant national processes.
* Liaise and collaborate with civil society, the donor community and private sector actors on issues related to gender and civil society. Represent the Embassy in relevant meetings.
* Develop and manage programmes including financial and performance follow up as well as appraisals, reviews and evaluation missions. Operate computerised project management systems for projects and programmes.
* Monitor, research, analyse and report on trends and developments related to gender equality, civil society, emerging humanitarian issues and human rights in Tanzania.
* Oversee the implementation of Embassy's Gender Strategy
* Collaborate with management and other programme Officers at the Embassy, to ensure gender mainstreaming and appropriate involvement of civil society in all focus areas.
* Prepare background documentation for the Embassy and visiting missions
* Perform any other task as directed by the Embassy management
Qualifications, Skills and Experience:
* Relevant University degree in any of the social sciences, gender and development or equivalent
* 5-10 years relevant work experience in development that involved the advancement of gender equality and engaged the civil society sector.
* Good knowledge of Tanzanian policies and challenges in the concerned sectors, including understanding of the poverty and rural development challenges.
* Full command of English and Kiswahili, including strong writing skills
* Solid general IT proficiency, including MS-Office

* Analytical skills and ability to handle multiple tasks simultaneously
* Efficient, fast thinker, good listener and with diplomatic skills as well as good sense of humour
