HAKIARDHI is a non-governmental not for profit organization that was established in 1994 in recognition of the need to facilitate realization of a socially just and equitable national land tenure system that promotes and advances the rights to land of majority rural based small producers such as Peasants, Pastoralists, Artisan miners and other related groups. In order to achieve this noble objective the organization has since its establishment embarked on; promoting land rights of small producers through research, advocacy, public engagement interventions, legal advice and counseling of land rights victims, broad based awareness raising and outreach programmes. The motive behind those interventions has always been to enhance the knowledge base of the small producers and their capacity to participate in decision making processes in order to protect their rights and influence changes in the land tenure system in their favor.
The Monitoring and Evaluation Officer will be responsible for developing, maintaining and implementing HAKIARDHI’s monitoring system to ensure that the strategic objectives of the programmes and planned activities are achieved on acceptable standards. The right candidate will also be responsible for initiating, coordinating and implementing learning processes and sharing of results, lessons and experiences both within and outside the organization.

CORE RESPONSIBILITIES
(i) To develop and coordinate the implementation of participatory learning, advocacy and monitoring approaches and processes by specifically making strategic use of log frame and outcome mapping methodologies to track results.
(ii) To collect, analyze, monitor and process information in order to generate appropriate reports from time to time.
(iii) To develop and maintain outcome monitoring journals, update and maintain a monitoring database system
(iv) To oversee proper use of the M&E tools by the programme team, field staff and other stakeholders
(v) To organize internal training and other interactive sessions so as to build capacity of the staff and programme implementers within the interventions logical framework of the organization
(vi) To quality assure reports from programme portfolios and prepare monthly, quarterly and annual reports before submitting to appropriate authorities
(vii) To analyse information and document lessons learned from the monitoring reports and suggests areas for improvement
(viii) To initiate, coordinate and advice on periodic and holistic evaluation of the organization as need arises.
(ix) To undertake institutional performance audit and advice the management on its direction to achieve the intended strategic objectives.
(x) The Monitoring and Evaluation Officer shall report to the Executive Director and perform any other duties assigned to by the Executive Director from time to time.

REQUIRED QUALIFICATIONS
The Monitoring and Evaluation Officer Should have a sound understanding of the land and natural resource sector in Tanzania. He/she must also be able to identify lessons learned through a systematic monitoring system and coordinate the use of those lessons for future advocacy, research work and public engagement at large. Other qualifications are:
(i) Minimum of First degree in relevant discipline (e.g. natural resource management, Social Science, Project Management, Community/rural Development). A postgraduate studies in M&E and proven experience will be an added advantage.
(ii) Knowledge of result tracking through log frame, outcome mapping and other topical M&E approaches
(iii) Good contextual knowledge of local issues, community development priorities and social cultural diversities of grassroots communities
(iv) Experience in Civil Society at local and international level setting
(v) At least two years of experience in relevant work and proven outstanding performance on similar work within the Civil Society Sector
(vi) Outstanding interpersonal skills, with the ability to network, develop and maintain strong relationships at various levels including local communities, government institutions, private sector, development partners and civil society organizations
(vii) Profound concern in and commitment to advance the rights of small scale producers in Tanzania from a human rights based approach
(viii) Willingness to travel on a regular basis and work with communities in rural areas
(ix) Computer literate in word processing, excel, data analysis and presentations using web-based tools

TERMS OF CONTRACT
A package commensurate with the nature of the position will be offered to a right candidate to be hired on merit.
